The City Council established the Recreation and Cultural Arts Committee with the adoption of Resolution No. 11-12-09B to assist with the planning and implementation of recreation and cultural events for the community. The Committee is charged with advising the Governing Body and the City Administrator on various matters pertaining to City park facilities, recreational programs and activities, and cultural arts events. The Committee is also charged with the planning and implementation of recreational events and activities for the community.

Membership in the Committee consists of nine volunteers appointed by the Mayor. Each member shall serve for a three year term upon appointment. If a member cannot serve his or her entire term, a successor shall be appointed to complete the remainder of the term. The Committee is also responsible for selecting its own leadership. Mayor Roberts appointed the following individuals to serve on the Committee:
